Gateway Pacific Terminal Project

Gateway Pacific Terminal / Pacific International Terminals, Inc.

The GPT project, which is being proposed by Pacific International Terminals, Inc., is a multi-user import and export marina terminal for bulk, break-bulk, and other marine cargoes. The project will include new rail loop tracks, covered and open terminal storage areas, and a pier and trestle connection to the terminal storage area. The property is located between the BP Refinery to the north and the INTALCO facility to the south. The project area is located in the Cherry Point Industrial Urban Growth Area (UGA), which is zoned for heavy-impact industrial land use. The property is also designated as part of the Cherry Point Management Area, under the Whatcom County's Shoreline Management Program. The facility is located within the Cherry Point State Aquatic Reserve south of Birch Bay.

The project will require completion of an Environmental Impact Statement (EIS) to comply with the National Environmental Policy Act (NEPA) and the State of Washington Environmental Policy Act (SEPA). The U.S. Army Corps of Engineers, Department of Ecology, and Whatcom County have signed a Memorandum of Understanding outlining the process these agencies will follow.

The Gateway Pacific Terminal applications have been accepted for review on March 19, 2012 (application links are posted in 'recent documents' below). These applications include a Major Development Permit, Zoning Variance and Shoreline Substantial Permit. April 2, 2012, the County issued a Determination of Completeness pursuant to WCC 2.33 for the Gateway Pacific Terminals major development permit, variance and shoreline substantial development permit. Within 14 days of this Determination of Completeness, the County will issue a Notice of Application. Please note the Notice of Application does not include the SEPA Determination of Significance (DS) and scoping notices. Those notices will be issued in the future with the United States Army Corps of Engineers and the Washington State Department of Ecology.

April 16, 2012, Whatcom County Planning and Development Services issued a Notice of Application pursuant to WCC 2.33 for the Gateway Pacific Terminal major development permit, variance and shoreline substantial development permit. The application is available below, and the comment period for the Notice of Application will be 30 days. Please note this is a Notice of Application and not a SEPA/NEPA determination. After the 30 day notice period the County, the United States Army Corps of Engineers and the Washington State Department of Ecology will issue a joint SEPA/NEPA Determination and scoping notices.


The Request for Proposal (RFP) is now available through Whatcom County Purchasing. More information about this is available by phone at (360) 676-6734 or on the Purchasing Website. The purpose of the RFP is to compile a team of consultants with the vast array of expertise that is required to prepare this complex of an EIS.

Seven Consultants submitted proposals in response to the RFP. A list of consultants can be found on the Purchasing Website. The Co-Lead Agencies have accepted and are in the process of reviewing the proposals. The Agencies will be holding interviews mid to late March and expect to finalize a contract with the selected Consultant by the end of April.
